During 1988-1989, Thai Government had accredited a working commitee to research the petroleum pipeline system which was accompanied by the National Energy Policy Office, the Thailand Development and Research Institute, a number of petroleum companies and other concerned government agencies. The research indicated the best way for transporting large volume of petroleum products is to approve the project of the construction of multiproduct oil pipeline from Sriracha in the east to Saraburi in the central with separate pipeline from Lamlukka to the Donmuang Airport.
Subsequently, on June 5, 1990, the Cabinet passed the top urgent resolution approving the construction of Thailand’s first petroleum pipeline. The Petroleum Authority of Thailand (currently PTT Co., Ltd (PLC)) had been appointed to take the lead of a joint venture of number of petroleum companies to proceed the construction of oil pipeline from Sriracha to Saraburi.
Accordingly, on January9, 1991, Thai Petroleum Pipeline Company Limited (Thappline) has been established with the shareholders as Petroleum Authority of Thailand (PTT), Esso, Shell, Caltex, Thai Oil, Kuwait Petroleum, Thailand Cooperate Governance Fund( Currently Thai Military Bank ), British Petroleum( BP ) and Mobil. The initial authorized capital was at 100 millions baht, and increased to 2,500 millions baht in May 1992 with estimated 10,000 millions baht of investment budget.
November 13, 1998, TCPL Thailand Project Co., Ltd under the Trans Canada Group made the deal to be shareholder and the authorized capital rose to 2,877.5 millions baht.
February 23, 2004, shareholders agreed to add up 1,300 millions baht to the authorized capital which rose to 4,177.5 millions baht in order to deal with the projects of oil pipeline of Suvarnabhumi Airport and oil pipe line routed from Map Ta Phut to Sriracha. The estimated budget for both of these projects was at 2,000 millions baht.
October 17, 2005, the authorized capital increased by 4,090.18 millions baht and rose to 8,267.69 million baht. The proportion of shareholders had been adjusted in December 2005 due to TCPL Thailand Project Co., Ltd sold their stocks to PTT
February 22, 2007, Thai Military Bank had made the deal of 212 millions baht to buy the stocks which added up the authorized capital to 8,479 millions baht. Eventually, TMB sold all stocks to Petronas.
The system of petroleum transportation
Thai Petroleum Pipeline Co., Ltd
currently has 3 main pipeline projects as follows.
Sriracha – Saraburi route with 255 km. distance is capable to
transport a capacity of 26,000 millions liters of fuel in a year. The
oil pipeline begins at Sriracha, Cholburi terminal which receiving fuel
from Esso, Thai oil, PTT, and the Cholburi Terminal Co., Ltd (BP/Q8)
then transfer the fuel to Lam Luk Ka, Pathumthani Province and
Saraburi terminal, as well as it has separately connected to BAF
terminal at Donmuang Airport.
Suvarnabhumi Aiport route with 38 km. distanced from Lamlukka
terminal is capable to support the jet fuel utilization of about 100
millions passengers per year.
Map Ta Phut – Sriracha route with 67 km. oil pipeline is connected
from Sriracha terminal in the capacity of 7,200 millions liters fuel
transportation for a year.
